Current Officers By-Laws ![]() CHELAN-DOUGLAS COUNTIES SCHOOL RETIREES' ASSOCIATION CONSTITUTION/BYLAWS Revised 2001 ARTICLE I NAME The name of this organization shall be the Chelan-Douglas Counties Schooll Retirees' Association (CDSRA) an affiliate of the Washington State School Retirees Association (WSSRA). ARTICLE II PURPOSE AND OBJECTIVES A. to promote a closer union by group cooperation and to serve the needs of its members and the community. B. To promote the social and economic welfare of our members. C. to keep alive an interest in public education. ARTICLE III MEMBERSHIP Section 1 All retired or active state certificated or non-certificated school personnel and/or their spouses are eligible for membership upon payment of dues. Section 2 The dues and membership year shall be July 1st through June 30th of the following year. Section 3. Dues may be collected by the Unit treasurer and remitted to the WSSRA Headquarters Office or the members may elect to have the dues deducted from the monthly pension benefits and paid direct to WSSRA. Section 4. Yearly dues State (WSSRA) $36.00 Local (CDSRA) 12.00 ARTICLE IV OFFICERS - DUTIES AND ELECTION Section 1. The officers shall be president, president-elect, immediate past president, secretary, and treasurer. Section 2. A. The president shall preside at all meetings of the Association and shall, with the Executive Board, appoint all standing committees and shall be an ex- officio member of all committees. B. The president-elect shall act in the absence of the president and is responsible for programs. C. The secretary shall keep the minutes of all meetings of the Association and at the end of the term in office, submit accumulated minutes to the incoming secretary. D. The treasurer shall receive and keep a record of all monies paid into the Association and, upon budget authorization, shall pay all bills. Any bill not authorized by the budget shall be approved by the Executive Board for payment. The treasurer shall prepare a final annual financial statement and submit all records to the auditing committee on or before July 15. E. The president, president-elect and treasurer shall sign the bank authorization card each year. Section 2. The officers shall constitute the executive board which shall fill all vacancies and transact business between meetings. Section 3. The officers shall be elected an the annual meeting in April by a majority of members present and voting and shall serve for one year or until their successors are elected. Section 4. All elected officers shall serve from July 1 to June 30. ARTICLE V. DELEGATES TO WSSRA CONVENTION Section 1. The maximum number of delegates to the Convention shall be as provided in the constitution of WSSRA . Section 2. The president and president-elect shall represent the Association as delegates at the annual convention of the WSSRA. Section 3. Additional delegates shall be selected by the Executive Board. ARTICLE VI. PARLIAMENTARY AUTHORITY The rules contained in Roberts Rules of Order, Revised shall govern this Association in all cases to which they are applicable and in which they are not in conflict with the Constitution/Bylaws. ARTICLE VII. In the event that this Association dissolves, the Executive Board may donate to the Washington State School Retirees Association or a newly formed Association any remaining assets belonging to the Association. ARTICLE VIII AMENDMENTS This constitution/Bylaws may be amended at any regular business meeting, notice of the proposed amendment having been given in writing at a previous meeting. Approval of two-third of the votes cast shall be required for adoption of an amendment or revision of this Constitution. POLICIES AND PROCEDURES OF THE CHELAN-DOUGLAS COUNTIES SCHOOL RETIREES' ASSOCIATION (adopted 2001) 1. Meetings of the Association shall be in September, October, December, February, March, April, May, and June. Dates to be determined by the Executive Board. 2. A. Committees shall be as follows: Communications Legislative Auditing Community Service Member Services Bulletin Education Membership Courtesy Health Services Retirement Planning Historical Nominating B. The auditing committee shall consist of three members appointed by the president. C. The nominating committee shall consist of three past presidents appointed by the president. D. The President shall appoint such other committees as are deemed necessary. 3. It shall be the policy of this organization to operate under a yearly budget.
